France is investigating Bashar al-Assad over alleged crimes against humanity, the Paris prosecutor’s office said, launching a case that highlights divisions among major powers over relations with the Syrian leader.

Two sets of important negotiations are running in parallel. One — hopefully — to end a process, the other — hopefully — to prevent a civil war or something as catastrophic breaking out on the fringes of Europe.
