Member states must still pay the entire super levy to the EU by November 30, 2015, but the European Commission is designing a system which will allow over-producing farmers to pay up in instalments, probably due for payment before October 2015, 2016, and 2017.

The deferment of payment will bring relief mainly to dairy farmers in Ireland, Germany, Poland, the Netherlands and Denmark, who are expecting large penalty payments this year (of 27 cents per litre delivered over their allowed annual quota). However, its enactment will have to completed before March 31, because no changes can be made to the legislation from April 1 onwards, says EU law experts.
