He said concern over a rapid increase in milk production in Ireland had raised hopes for larger increases than the annual 1% already agreed, or an EU-wide redistribution of unused quota. But the European Commission concluded in December that revisiting milk quota arrangements was not warranted, and any proposal is unlikely to be supported by a majority of member states.

Mr Smith said the primary responsibility for avoiding super levy lies with each individual milk producer, and it is a responsibility all dairy farmers should take very seriously in the lead-up to milk quota abolition in 2015.
