FOR the past few years, most commentators were suggesting that over-quota production and super levy were features of the past.

Plan to go 10%-15% over quota and correct later if necessary

The effects of bad weather in 2008 and 2009 dragged on into 2010, and kept our national milk supply under quota again this year.

However, unless we get very bad weather conditions, I think there will still be super levy problems over the next few years, because an increasing number of farmers will be introducing extra heifers in preparation for the ending of quotas in 2015.
