Cross-compliance conclusions in June is EU target
Key issues for discussion have been identified — including how to how to deal with minor cases of non-compliance, and the Good Agricultural and Environmental Condition requirements for farmers.
Ministers will also consider if participation in farm advisory systems and/or quality certification schemes should be taken into account in cross-compliance risk analysis.
This is favoured by most member states, which have also supported the possibility in minor cases of non-compliance not to take action against farmers if immediate corrective action has been taken. The majority of ministers favour harmonising control rates across member states. However, the prior notice of inspection sought by Irish farmers was not a headline topic for discussion at last Monday’s Council.
