Brexit won’t absolve EU of its staple diet of reform headaches

In the minds of many, the Brexit negotiations are having the effect of crowding out consideration of fundamental reform across the EU.

This is a strange outcome, indeed, given that Britain’s impending — or, at least, anticipated — departure from the union is set to deprive the EU of billions in annual income.
