The Government's policy of awarding public contracts to the cheapest bidder is hugely damaging to Irish enterprise, according to a new study.

The survey by the Small Firms Association (SFA) shows that almost two-thirds of Irish firms have not tendered to provide goods or services to the Irish public sector in the last three years.
