Britain will unveil its latest bid to break the deadlock in negotiations over the EU budget today, ahead of a crunch summit.

British Prime Minister Tony Blair faces a tough task to broker a deal on 2007-13 spending from Brussels by the end of the UK’s six-month EU presidency.
