Banks could be fined up to €5m if they fail to comply with new rules banning them from cold calling customers with offers of loans, it emerged today.

Following a 10 month consultation period, the Financial Regulator has decided to outlaw unsolicited contact over fears that vulnerable clients can be exploited.
