Ministers fail to break deadlock over EU financing

European Union foreign ministers failed today to end months of deadlock over the EU’s budget after other members rejected a British proposal that would cut aid to poor nations in eastern Europe.

British prime minister Tony Blair now has to engineer a compromise at a summit next week knowing that failure could propel the EU into a prolonged crisis.
