BT agreed to set up a new business unit for 30,000 staff today as part of moves to ensure rivals in the UK gain fair access to its network.

The creation of the independently-branded Access Services division is among recommendations from British regulator Ofcom, following a lengthy review into the position of the former monopoly operator.
