The European Commission today proposed a major boost in spending in the 2007-2013 period to create jobs and growth and pay for programmes to make the 25 nation European Union a safer, healthier place for its 455 million inhabitants.

It sent EU governments a report putting flesh on the bones of a funding programme that has already drawn fire in key European capitals as too pricey.
