Initial claims for regular state unemployment benefits rose 8,000 to a seasonally adjusted 403,000 for the week ended Aug 24 from the previous week, the Labor Department said.

The rise was unexpected. The consensus forecast of Wall Street economists was for jobless claims to fall by 4,000 to 385,000.
