The lack of enthusiasm for digital TV and the emergence of a hard-core group dubbed ‘‘refuseniks’’ is threatening the Government’s preferred switch-off date for analogue of 2006.

Ministers have always maintained they will never switch off the analogue signal until 95% of viewers have been converted, and it is looking increasingly likely that the date will be nearer 2010.
