FRANCE has failed to take sufficient steps to bring its economy into line with European Union rules, the Commission decided yesterday.

Europe's second largest economy faces a fine of several billion euro if its fellow EU members agree it has breached the Stability Pact designed to protect the euro-zone economy.

The findings of the Commission set in train a lengthy process that will come to a head next year when Ireland holds the European Presidency.
