Seoul says North Korea has resumed rubbish balloon launches

South Korea was monitoring an expected change in the wind direction on Monday that could allow North Korea to send more rubbish-carrying balloons across their heavily armed border (AP)

South Korea’s military says North Korea has launched more balloons likely carrying refuse towards South Korea.

A joint chiefs of staff statement said the balloons are moving south.
