I will not stand down, says mayor filmed snorting substance in toilet

A mayor has insisted he will not resign after being caught on camera snorting a white substance inside a toilet cubicle.

Footage posted online shows councillor Neil Rix, the mayor of Dover, telling a man to close the door behind him before snorting the substance.
