The California shooting couple were radicalised at least two years ago and had discussed jihad and martyrdom as early as 2013, according to the FBI.
FBI director James Comey told the US Senate Judiciary Committee that Syed Rizwan Farook and his wife, Tashfeen Malik, were radicalised even before they met online.
The couple, who married last year, slaughtered 14 people in a commando-style shooting rampage at an office party in San Bernadino last week.
Mr Comey also said the couple was inspired by foreign terror organisations and described them as “homegrown violent extremists”.
He said the investigation is continuing.
