Two suspected terrorists arrested with a home-made Islamic State (IS) flag planned to harm someone with a hunting knife or machete, police have said, raising fears of a beheading-style attack.

The men would have carried out the attack imminently if they had not been arrested yesterday in a anti-terror raid, New South Wales deputy police commissioner Catherine Burn said.
