Mother charged with murder of daughter, 3, who starved to death

The parents of a three-year-old girl who starved to death in Philadelphia have been charged with murder.

Nathalyz Rivera, who had special needs, weighed only 11 pounds when she was found in a filthy home, the average weight of a three-month-old child.
