Obama reveals jobs plan to Congress

President Barack Obama has proposed an ambitious, $447bn jobs plan to Congress whose key feature is a sizeable 2012 payroll tax cut for workers and employers.

The package represents Mr Obama’s response to stubbornly high unemployment and a weak economic recovery.
