Clarke: UK rioting mostly down to 'feral underclass'

The Justice Secretary in the UK, Kenneth Clarke, has blamed last month's riots on a flawed penal system that does not prevent reoffending.

Mr Clarke said the violence was largely down to what he called "a feral underclass".

He revealed 75% of over-18s charged with offences committed during the rioting had criminal records.
