Authorities in the northern Mexican border city of Nuevo Laredo have found 25 abandoned children and are looking for their parents.

Local reports quoted a local rights activist as saying the parents may have been kidnapped. But the city council of Nuevo Laredo said it could not confirm that.

The council said two of the children had already been turned over to relatives, while 23 others were in the custody of child welfare agencies in Nuevo Laredo, across the border from Laredo, Texas.

The council has not specified the ages of the children. Reports said they ranged from a few months to 10 years old.

The children were found on Monday in abandoned homes and in the streets.
