Make a deal or risk new arms race, Medvedev warns West

A new arms race will erupt if Russia cannot agree with the West over a joint European missile defence program, President Dmitry Medvedev warned today.

A Nato summit this month proposed an alliance missile-shield plan and invited Russia to join. Questions remain about possible command of any system.
