Council may be punished over torture of boys

In the UK, a review out later may recommend a council is punished over its care of two brothers, who tortured two young boys.

The Audit Commission has been looking at whether Doncaster Council should lose some of its powers, following the ordeal faced by the two victims in Edlington in South Yorkshire.
