US opens way for dual-track climate plan

The United States for the first time outlined a dual path toward cutting greenhouse gases today.

The plan would involve both President Barack Obama's administration and the US Congress, the country's, Environmental Protection Agency head Lisa Jackson told the Copenhagen climate conference.
