President Barack Obama is today expected to detail plans to shut the Guantanamo Bay camp and transfer detainees to US soil, a day after the US Senate blocked the move.

In a political setback for Mr Obama, the upper house voted 90 to 6 in favour of denying the administration the $80m it needs to close the controversial detention camp.
