Mugabe 'set to form government'

President Robert Mugabe is set to form a new government even if the opposition leader will not join, Zimbabwe’s state media reported today.

The official Herald newspaper says opposition leader Morgan Tsvangirai has written to Mugabe telling him he will not accept the post of prime minister until there are further talks.
