No-one 'personally' to blame for Menezes shooting

Nobody was “personally to blame” for the killing of Jean Charles de Menezes, former British police chief Ian Blair said today.

The former Metropolitan Police Commissioner claimed that the innocent Brazilian had been killed in “the fog of war”.
