Elderly people are behind a surge of crimes in Japan, particularly shoplifting and pick-pocketing, a government report said today.

The number of people aged 65 or older arrested for crimes other than traffic violations totalled 48,605 last year, more than double the 2002 total, the Justice Ministry said.
