The first official report into the crash of a SpanAir passenger jet offers no hypothesis as to why the plane went down but says investigators are still focusing on a problem with the wing flaps.

The preliminary report by Spanish Civil Aviation released seven weeks after the August 20 disaster said an alarm in the cockpit failed to warn pilots that wing flaps and wing slats were not properly deployed.
