Bolivian President Evo Morales has announced that a hotly disputed draft constitution will be put to voters in a referendum.

Mr Morales is seeking a new constitution to give power to the country’s long-marginalised poor majority. The opposition says the document does not represent all Bolivians.

The proposed charter would also allow the re-election of sitting presidents.

Mr Morales issued a decree, setting a December 7 date for the vote.
