Xinhua said 13 people have been rescued from the rubble and taken to hospitals.

Large equipment is having trouble getting to the site because of narrow alleyways in the neighbourhood.

Authorities said the construction of the residential building is illegal because it has not been approved by the local government.

The cause of the collapse is under investigation.
