The Los Angeles City Council should scrap a proposal for a new law limiting the activities of paparazzi around celebrities, the city Police Commission recommended.

The proposal – made in the wake of extreme paparazzi behaviour when Britney Spears was taken to hospital – was described as unfair, ambiguous and probably unenforceable by police who claim numerous laws already enable officers to deal with excesses.
