The Philippines health secretary has signed a new order aimed at eradicating a thriving black market in kidney sales and shielding from abuse impoverished Filipinos who sell their organs for transplant.

Health Secretary Francisco Duque says the order he signed will create a government board to oversee kidney donations and transplants, ensure proper care for donors and make transparent and ethical a disturbing practice that has flourished in secrecy for a long time.
