Kosovo report to show negotiations failed

United Nations Secretary-General Ban Ki-moon said he expects to receive a report today from negotiators who say they have failed to break a deadlock over the future of Kosovo.

They had been trying to determine whether Kosovo should remain part of Serbia or become independent as its ethnic Albanian majority is demanding.
