President Gen Pervez Musharraf today decided against declaring a state of emergency in Pakistan and will press ahead with plans to hold free and fair elections, a government minister said.

Last night speculation grew that Musharraf, a military leader whose popularity is dwindling as he seeks another five-year presidential term, would impose an emergency state in his bid to stay in power.
