Italian Premier Romano Prodi planned to offer to quit tonight after an embarrassing foreign policy loss in the Italian Senate, a Cabinet minister said.

Infrastructure Minister Antonio Di Pietro said after a Cabinet meeting that Prodi would offer his resignation to President Giorgio Napolitano, who could either accept it or ask him to remain in power.
