EU leaders were to urge Iran today to give an “early positive response” to a package of perks and penalties offered by the five permanent United Nations security council members and Germany to resolve a dispute over Tehran’s nuclear programme.

Leaders did not specify a deadline for Tehran’s response to the six-nation offer, but they urged Iran to take the “positive path” being offered, according to a draft document to be finalised today on the second and final day of an EU summit in Brussels.
