US troops told: Keep civilians safe

America’s top US general in Iraq urged his troops to take extra care to ensure that unarmed Iraqis are not harmed amid allegations of the killing of civilians.

A letter dated Thursday by General George Casey noted that combat leaders had to make “difficult decisions, often in dangerous and ambiguous situations”.
