Foreign Secretary Jack Straw today said hopes of breaking months of deadlock over the European Union’s finances at a summit meeting next week were slim.

“The area for agreement is undoubtedly narrow,” Straw told reporters as he arrived for a special Brussels meeting of EU foreign ministers on the budget spat.
