Rice clarifies US interrogation policy

US Secretary of State Condoleezza Rice sought to clarify American policy on harsh interrogation methods today, saying no US personnel may use cruel or degrading practices at home or abroad.

Rice’s remarks during a visit to Ukraine followed confusion in the US over whether CIA employees could use means otherwise off limits for US personnel.
