Efforts to get a compromise deal on counter-terror measures including contentious plans to retain data such as e-mails and telephone call records are top of the agenda at two-day justice and interior ministers talks which started today.

The meeting was to open with a debate on migration after the European Commission yesterday proposed speeding up and increasing police and judicial cooperation with north African countries to counter illegal immigration and human trafficking.
