Russia reiterates right to use preventative strikes

Defence Minister Sergei Ivanov today reiterated Russia may conduct preventive strikes against terrorists abroad, saying it was a common US practice, but he ruled out the use of nuclear weapons.

Ivanov said strikes could be conducted anywhere in the world, and that the only limit would be the use of nuclear weapons.
