CIA boss wants more spies on deep cover

The CIA is to send more spies on dangerous missions in enemy territory rather than rely on diplomats under flimsy cover in foreign embassies, it emerged today.

The strategy is part of a drive by the new US spymaster, Porter Goss, to modernise what he sees as a “dysfunctional” intelligence agency.
