EU leaders were tonight close to overcoming disputes over power-sharing to clinch a first-ever constitution.

Dick Roche, Ireland's Minister for European Affairs, said leaders were “tantalisingly close” to a deal on the constitution, six months after their last attempt to agree collapsed in acrimony over voting rules and other issues.
