Guantanamo prisoners to have annual review

A three-member panel of US military officers will annually review the case of each prisoner held at Guantanamo Bay, Cuba, and recommend whether they can be freed, under a plan announced by the Pentagon.

The reviews, announced by Defence Secretary Donald Rumsfeld in February, will determine whether prisoners, if released, would remain a threat to the United States, officials have said.
