Ministers consider future shape of Europe

Europe’s foreign ministers tonight held talks on the new European constitution.

The meeting in Luxembourg, ahead of an EU summit in Brussels later this week, centred on the size of the future European Commission, and the role of a new EU “foreign secretary”.
