European Union foreign ministers meeting in Luxembourg are being asked to endorse aid for Iraq’s reconstruction totalling €200m.

Officials said the aid would cover a 14-month period starting in November and would be in addition to cash aid the EU and its 15 member states have already pledged in humanitarian aid since the war broke out.
