British Prime Minister Tony Blair will today spell out to MPs the “key tests” Britain believes Saddam Hussein has to pass to avoid war.

British Foreign Secretary Jack Straw is delivering a similar message to a packed meeting of Labour backbenchers just before Mr Blair is due to make his announcement in Prime Minister’s Question Time at noon.
